Vishal Narain is Professor, Public Policy and Governance, MDI, Management Development Institute Gurgaon, India. He holds a PhD from Wageningen University, the Netherlands. His academic interests are in the inter-disciplinary analyses of Public Policy Processes and Institutions; water governance; gender, rights and equity analyses   in water management; management of common property resources; periurban issues and vulnerability and adaptation to environmental change. His research on these subjects is published in several high ranking journals like Land Use Policy, Geoforum, Climate Policy, Water International and Society and Natural Resources.

He is particularly interested in the relationship between technology and institutions in water management and he explores these relationships using ethnographic and participatory research methods.

He is the author of “Public Policy: a view from the South (Cambridge University Press, 2018)”. He received the S R Prize for the Best Book on Agricultural Economics and Rural Development conferred by the Indian Society of Agricultural Economics (2002-03) for his book “Institutions, technology and water control: water users’ associations and irrigation management reform in two large scale systems in India (Orient Longman, 2003).”  Besides, he as co-edited ‘’Climate change governance and adaptation: case studies from South Asia (CRC Press, Taylor and Francis, 2018)”; “Indian water policy at the cross-roads: resources, technology and reforms (Springer, 2016)”; “Water security in peri-urban South Asia: adapting to climate change and urbanization (Oxford University Press, 2016)” and “Globalization of water governance in South Asia (Routledge, 2014).” 

He has been consultant to several international and regional organizations such as the FAO of the United Nations, Bangkok; ICIMOD, International Center for Integrated Mountain Development, Kathmandu; the Asia Foundation, New Delhi; IWMI, International Water Management Institute, Colombo; the STEPS Center, University of Sussex, U.K.; and SaciWATERs, the South Asian Consortium for Inter-Disciplinary Water Resources Studies, Secunderabad, India. 

He is currently contributing author to the VI Assessment Report of the Inter-Governmental Panel on Climate Change (Working Group II, Chapter 6: Cities, settlements and infrastructure). He was lead author for a chapter on Vulnerability of Humans and the Environment for GEO (Global Environment Outlook)-4, the flagship publication of the United Nations Environment Programme. He was contributing author for the Hindukush Himalayan Assessment of ICIMOD, Kathmandu, Nepal. He has been involved in training, curriculum development, capacity building and mentoring of students, teachers, and government staff on the subjects of gender, rights and equity in water management and public policy analysis.  He has done training and capacity building programmes on these subjects for GALVMED (Global Alliance for Livestock and Veterinary Medicine), SaciWATERs and TERI School of Advanced Studies.
